Letter from the President

Greetings, all! I am pleased to take this time to inform all members of the interesting things going on in the North Central Biomedical Association.

The next meeting will be at St. Gabriel in Little Falls, MN on March 20. We have a speaker from the Minneapolis Children’s Hospital, who is going to give a presentation on neonate anatomy and physiology, and the monitoring involved with that patient population. The schedule of events will follow in this newsletter.

I know that times are tough for getting away from the shop, but we would love to have a good turn out. Try your best to get there! We will be handing out certificates for those attending. Remember, this is an opportunity to earn continuing education credits to help keep your certification up to date.

We are looking for future topics or locations for future quarterly meetings. If anyone has ideas for either, please contact me, either by e-mail at jsnyder@bitstream.net, or by phone at (612) 232-2938.

I must say thanks to Eric Strand and the folks from St. Immanuel for sponsoring the last NCBA quarterly meeting on November 11, 1997. Additionally, I want to thank Shirley Purcell and the people from Conmed for the time and effort they put into the presentation on their newest technology, and for buying lunch for the attendees. The weather didn’t cooperate, but a few were able to make it

One more individual I can’t overlook is Ken Erickson, the Treasurer for the NCBA and also the official "webmaster" for the NCBA WebPages. He has done an excellent job in putting together the new WebPages. Check it out @ www.ncbiomed.org. Features for the page will be included in this newsletter. Any feedback on the new WebPages will be greatly appreciated. Thanks Ken!

 


Quarterly Meeting

The quarterly meeting will be held on March 20, 1998 at St. Gabrials in Little Falls, MN hosted by Tom Saari and Greg Lenz. Jerry Ebert - Critical Care Specialist from Minneapolis Children's will be speaking on Neonatal Anatomy and Physiology and monitoring. The day's schedule is as follows:

10:00am - Noon: Speaker
Noon   - 1:00pm: Lunch
1:00pm - 2:00pm: Questions/Answers for Speaker.
2:00pm - 4:00pm: NCBA Meeting

November 14, 1997 Quarterly Meeting Minutes

The meeting was held at Immanual St. Joseph's-Mayo Health System, Mankato, MN. The meeting was called to order at 2:00 p.m.

Vicki Snyder submitted the minutes from the last meeting for approval. Dave Pederson motioned, Tom Saari seconded. Motion passed.

Ken Erickson asked for suggestions for an Internet address for NCBA’s WebPages. WWW.NCBA.ORG was already taken. WWW.NCBIOMED.ORG was suggested. Eric Strand motioned for approval, Dave Pederson seconded. Motion passed.

A few vendors asked to advertise or sponsor the NCBA webpage. After a short discussion it was decided to not allow advertising or sponsorship until discussed further. Concerns were limits to how many vendors to allow, how to implement the advertisements and who tracks the fees. This is tabled until the next meeting.

Sue Finney presented an "Award of Excellence" draft. This award would be to recognize a Biomed’s excellence in the profession. Types of awards were discussed. The draft was reviewed and approved. Eric Strand motioned, Dave Pederson seconded. Motion passed.

Sue Finney presented a draft of the schedule for the 5th Annual NCBA Seminar to be held in Breezy Point, Minnesota on September 11, 1998. Suggestions for keynote speakers were discussed, the topic of the speaker was suggested by Jeff Halverson and Tom Saari to be other than a technical subject.

Sue Finney mentioned the planning committee will begin around March 1998.

Sue Finney stated she is now coordinating the NCBA scholarship application process.

Ken Erickson presented the Treasurers report. To date NCBA’s balance is ($6051.67).

Tom Saari suggested mailing the NCBA newsletter to institutions when possible to reduce expenses of the newsletter. Dave Pederson suggested multiple names on a newsletter when possible. Vicki Snyder and Ken Erickson will look into these suggestions.

Vicki Snyder asked for suggestions/volunteers for the next quarterly meeting. Tom Saari suggested holding the next meeting further north, possibly Bemidji or Little Falls. Vicki will work on finding a host for the next meeting for February/March 1998.

Vicki Snyder mentioned a vendor requested to display at the quarterly meeting. Reviewing the NCBA Bylaws Article XI section 1.9 stated "Members shall not promote anyone’s personal business: however announcements pertaining to members’ personal business may be made with special permission".

Dave Pederson asked if NCBA is considering holding the annual seminar twice a year. Vicki Snyder stated at this time NCBA would have one seminar per year. There is consideration in the future to look into this request.

3:10 p.m. Tom Saari motioned to conclude the meeting. Dave Pederson seconded. Motioned passed.

We have our own address on the Internet! With this new site we've now expanded to the World Wide Web along with more features.

Some of the new features are:

Chat Room:

NCBA now has the ability to swap ideas over the Internet with others as real-time the Internet will allow with the capability of up to 25 people at one time. Multiple 'rooms' are in the works to allow different/multiple topics of conversation at one time.

Bulletin Board (BBS):

Aren't there times when you'd like to ask others in the Biomedical field questions on a certain piece of equipment but can't get in touch with them? Wouldn't it be great to have a resource for information on particular pieces of equipment your repair? Well then just check out the NCBA Bulletin Board. With this BBS you can leave those questions for others to view and respond or for you to respond to questions left by others. More detailed instructions and an example are listed on the BBS announcement page.

E-Mail: (Coming Soon!)

This is a service offered by our service provider where the website is stored. This is free E-Mail for active members in the NCBA. This new feature should be up and running by the time you receive the newsletter. Why would you want e-mail through the NCBA? This would allow you a place to receive mail other than work or at home. You could give this address to vendors or sales people so you don't have to receive mail at home or work. Check out the E-Mail page for further information.

Surveys: (Coming Soon!)

Occasionally a survey will pop up on the website. This survey may come from many sources: NCBA or members. The results with the version testing at this time gives immediate results of votes tallied up to the time you voted. Guidelines on how this will be implemented will be listed on the website.

Scholarship

NCBA offers $250.00 scholarships each spring. These scholarships are intended to aid any student currently involved in a Biomedical Equipment Technology program as well as any Biomedical Technician or Manager who is considering or is currently obtaining continuing education.

For consideration please submit the following information:

- Your name, address and phone numbers at work and home.
- The educational institutions name, address and phone number.
- A brief description of the course or program you are involved in.
- A copy of an academic and attendance record.
- A letter outlining your future goals in the Biomedical field.

North Central Biomedical Association Bylaws

PREAMBLE

We are the North Central Biomedical Association, providing a forum for medical professionals on the biomedical engineering and technician levels, who are involved with biomedical equipment management. We strive to promote cooperation, education, formal/informal exchange of ideas and technical information related to the health care industry. Thus, helping to assure quality patient care and cost effectiveness for the health care provider.

 

ARTICLE I

Meetings will be held four times a year on a Friday ( which Friday is up to the hosting facility ). Meetings will be held between the hours of 1 P.M. to 4 P.M.

 

ARTICLE II

The elected officers and serving terms shall be as follows:
President - one year
Vice-President - one year, then succeed to President
Secretary - one year
Treasurer - two years

An elected officer of the NCBA may be removed from office for performing unlawful acts or wrong doing. An officer may be impeached by written request of one-third of the voting members. The officer is removed from office by a two-thirds majority vote of the members present at a specific meeting called to consider the question of impeachment.

 

ARTICLE III - DESCRIPTION OF DUTIES

President - To preside at all meetings, enforce and adhere to bylaws. Serve a one-year term. Vote on all motions or amendments when the association is equally divided.

Vice-President - Assume the duties of President as necessary. Assume the office of President if vacated or if President if unable to serve. Serve one-year term, serve for the balance of the term if the President (as acting President) and succeed to the office of President for a one-year term.

Secretary- Records minutes of the meetings. Prepares and mails all notices for meetings, and the other duties assigned. Maintaining listing of membership and distribute.

Treasurer- Verify the operating budget of the association including all revenues and expenses accounted for.

 

ARTICLE IV - TEMPORARY COMMITTEES (AD HOC)

Authority to establish an ad hoc committee is vested in the President. The President appoints the committee members, all members serve at the pleasure of the President. Appointed positions shall include the following: Newsletter, Program Director, Committee Chairpersons.

 

ARTICLE V - STANDING COMMITTEES

A membership committee shall be a standing committee and chaired by the secretary of the association.

 

ARTICLE VI - EQUIPMENT LIST

A list of our organization’s equipment that our Biomedical technicians have expertise in maintaining. This list is made available for all members to use as a reference tool for solutions to equipment problems. This list may also be used as a reference source if an organization is interested in purchasing some equipment and would like some information from another organization that may already have this piece of equipment.

 

ARTICLE VII - AMENDMENTS

The bylaws may be amended or added to if the amendment or addition is submitted in writing to the membership via the newsletter. Previous to the regular business meetings then these bylaws may be amended by a two-thirds majority of those voting members present and by proxy votes sent to a NCBA officer. The amendment must be approved as presented, if it is altered in any way the same process must be followed.

 

ARTICLE VIII - ELECTIONS

Elections will be held annually at the third quarterly meeting. Written notice shall appear in the newsletter not less than thirty (30) days prior to all elections to each member entitled to vote in such elections. Only NCBA members in good standing are eligible to be a candidate to hold office. Elections for officers require a two-third majority of those voting members present. Each voting member has one vote. Officers may be reelected as often as the group desires.

 

ARTICLE IX - RESTRICTIONS

The names of group members will not be used by any group member for any solicitation for any purpose. Presentations directed towards solicitation of business will be made solely at the invitation of the board of directors (officers).

 

ARTICLE X - DUES AND FEES

The NCBA shall conduct an ongoing enrollment of members and persons may be admitted to membership at any time. Dues and fees are set by the board of directors, with approval by a two-thirds majority vote of the current members at the third quarterly meeting. The dues year shall run from January 1 of the current year the member joins, to January 1 of each following year. Any dues paying member is a current member. NCBA cannot borrow funds from any source for any purpose. In the event of group dissolution, funds remaining in the treasury after all obligations have been satisfied will be donated to a local charity selected by the current board.

 

ARTICLE X1 - PROPERTY AND INCOME

All property of the NCBA shall be used to promote the organizations purpose and objectives. All property shall be used for the personal benefit of the members or officers. The NCBA may elect to provide reasonable compensation to non-members for services considered necessary. The NCBA shall conduct and carry on its business without profit to itself.

 

CODE OF ETHICS

1.1 All members shall conduct themselves and their activities in a professional manner.

1.2 Members shall refrain from engaging in any activity which would violate the proprietary rights of their employers.

1.3 Members shall not engage in sales activity, including direct or indirect solicitation, or conduct any other activity contrary to the purpose of the NCBA.

1.4 Members shall not distribute any materials or post displays of any kind at NCBA functions or activities without prior approval of the board.

1.5 Members shall not engage in any form of personal recruiting at NCBA functions or activities.

1.6 Members shall not use the NCBA membership list or any part thereof except in the conduct of NCBA business as determined by the board.

1.7 Members shall restrict the use of NCBA documents and other data to the purpose defined in the bylaws.

1.8 Members shall keep confidential anything of a sensitive nature mentioned in the NCBA meetings (or written in the meeting notes). The nature of the topics implies that there must be a high level of trust and that private business information will not be misused.

1.9 Members shall not promote anyone’s personal business: however announcements pertaining to members’ personal business may be made with special permission.

 

MEMBERSHIP LISTS

2.1 The NCBA will not release its membership list to any outside individual or organization for any purpose.

 

FINANCIAL PROCEDURES

3.1 All disbursements shall be supported by voucher or receipt, and all disbursements over fifty dollars shall be by check. All checks shall be signed by any two officers of the four.

3.2 Annually the treasurer shall prepare and present a report and budget forecast at the third quarterly meeting.
